Main Purpose and Function
The Senior Program Manager, Technology Services for Technology Planning and Delivery is responsible for managing strategic technology programs and projects to provide enterprise-wide services in support of the City of Vancouver’s Corporate Plan and Annual Technology Plan (ATP) as it relates to the build-out of the technology roadmap for the City of Vancouver.
The Senior Program Manager is responsible for supporting the Technology Leadership Team (TLT), in executing and delivering a range of strategic initiatives in the domain of Technology and business enablement through the implementation of digital platforms and solutions.
The Senior Program Manager is also responsible for designing and implementing new operational models emerging from the successful delivery of strategic programs to support a growing digital organization.
The role contributes to departmental planning activities, making recommendations for changes in methods, processes and procedures that may impact financial and operational areas as well as staffing workloads, working conditions, changes in positions or staffing levels.
Specific Duties and Responsibilities
- Advances digital and technology directions and solutions by leading and implementing technology programs, enabling departments to deliver operational and strategic requirements, including determining program resources, vendor strategies, timelines of program initiatives, engagement with business units and which technology platforms, frameworks or methodologies to use.
- Manages governance, budget, resources, change, risk and other aspects of large-scale (multi-million dollar, multi-year), complex, cross-department programs and projects as part of executing the Annual Technology Plan (ATP).
- Manages change, benefit identification and realization, risk and issues as it pertains to the ATP program & projects
- Plans programs and transformational projects in detail, clearly identifying scope, budget and schedule as well as risks, resourcing, and governance. Documents the plan in accordance with TS PMO tools and artifact guidelines. Regularly reviews and provides status updates to the Program/Project Sponsor, Steering Committee, critical business partners and team members. Executes projects and program according to approved plans and roadmaps, as required.
- Supports the TS PMO Community of Practice, including hosting meetings, producing value-added content for the Community, and promoting collaborative knowledge sharing
- Aids in the development and refinement of robust project, program, and portfolio management delivery frameworks in support of the TS ATP
- Oversees the delivery of programs, including creating program roadmaps and benefits documentation, as well as managing program subcomponents (projects), as required
- Plans projects and programs in detail, clearly identifying project scope, budget and schedule as well as project risks, resourcing, and governance. Documents the plan in accordance with TS PMO tools and artifact guidelines. Regularly reviews and provides status updates to the Project/Program Sponsor, Steering Committee and team members. Executes projects and program according to approved plans and roadmaps.
- Helps to develop operational frameworks and systems for new and improving TS processes
- Assists with the management of communications related to TS ATP
- Provides proactive analysis of program delivery progress using data from a variety of enterprise planning, management and execution tools (e.g., Visual Studio Team Services (VSTS), ServiceNow ITBM etc.)
- Responsible for the engagement and ongoing management of vendors and consultants to supplement internal resources as required.
- Actively collaborates with business leaders to better understand business drivers, challenges and strategy and how to positively influence these through the execution of strategic programs and projects.
- Formulates and analyzes technology and business adoption scenarios to help identify and assess the opportunities, risks, and best approaches for modernizing TS PMO and City’s department practices by making recommendations to business leaders.
- Represents Technology Services at senior management levels across the organization to ensure cohesion as the Technology Services team evolves its processes and procedures.
- Accesses highly sensitive, strategic and business information (e.g., business strategy, vendor pricing, etc.) and uses this to inform strategic decision making that materially impacts service delivery to both staff and members of the public.
- Assist Senior Manager Technology Planning and Delivery with recruitment, on boarding and training of TS PMO staff, as required
- Assist Senior Manager Technology Planning and Delivery, by acting as the assigned point of escalation on select projects and programs within the TS ATP
- Proactively identify resourcing constraints, shortfalls, and rebalancing opportunities for initiatives within the scope of oversight of this role
- Other duties/responsibilities as assigned
Qualifications
Education and Experience:
- Bachelor’s degree in computer science, computer engineering, or business administration and a minimum of seven (7) years of experience in Project or Program Management and managing increasingly complex projects, or an equivalent combination of education, training and experience.
- Experience in managing cross-functional teams.
- Formal training in Project Management methodologies preferably consistent with those provided by PMI (Project Management Institute)
- Formal training or equivalent experience in Agile methodologies (Scrum, Kanban) as Product Owner and / or Scrum Master
- Experience leading transformation projects /programs, including overseeing organizational change management component
Knowledge, Skills and Abilities:
- Extensive knowledge of leadership/management practices and procedures.

- Demonstrated experience in the management of complex, high profile, multi-stakeholder projects which require delivery under demanding timeframes and conditions

- Proficient with Project Management Software and online productivity tools to organize, present, an interpret data to various stakeholder groups
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
