Project Overview:

Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”     NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, and Jordan. It will cover a total area of 26,50 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.”  

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

Job Summary:

The Material Engineer is the front end of the construction group, who works as technical adviser and is responsible for overseeing multiple contractors to construct large scale roadwork’s projects whilst maintaining a positive health and safety working environment with the site team and proactively eliminating rework through an effective quality control program.

This position is a subject matter expert (SME) for asphalt pavement and concrete works. Material Engineer is responsible for undertaking and monitoring the quality of materials, deals with concrete, asphalt, steel and architectural materials, quality audit for plants, monitoring quality control, technical review and ILT training to contractor and engineers, raise the quality standards and ensure compliance on site construction of highways and bridges including earthworks, drainage, asphalt and reinforced concrete structure.

Major Responsibilities:

 

  • Evaluates, selects, and applies standard material engineering methods, techniques, standards, specifications, procedures, and criteria for a small size project or assignment in support of a global business unit ​or staff group
  • Designs, develops, and modifies processes and methods for the manufacture, molding, and utilization of metallic, plastic, composite and other materials in construction and production of hardware, electronic components and structures​
  • Analyzes materials and material components to establish mechanical and physical properties​
  • Reviews operating data, conducts experimental tests, and evaluates results to assess fitness for service and/or remaining life​
  • Prepares material selection diagrams and/or materials corrosion engineering reports for clients as required​
  • Coordinates material engineering efforts in assigned areas with specialty groups, engineering disciplines, clients, vendors, contractors, construction, and other functional groups​
  • Delegates work, and provides mentoring and guidance to junior material engineering specialists for specific tasks or projects​
  • Provides technical assistance to other material specialists, interacts with project disciplines, customers, and regulatory agency personnel in the resolution of complex issues.​
  • Provides assistance to project and construction management in identifying and complying with project material requirements, and addresses materials issues as they arise during project execution​

 

Education and Experience Requirements:

  • Civil Engineering Degree from an accredited university with 10+ years of relevant experience as a Civil/Structural engineer in the engineering and construction industry and/or prior extensive work experience in related fields leading to a thorough understanding of the role requirements as listed.
  • A minimum of 5 years’ experience in construction supervision of civil infrastructure projects with some emphasis on highways/freeway construction
  • A thorough understanding of road works construction, asphalt design/installation, concrete mix design/installation, steel structures, residential/industrial buildings, structural bridges, earthworks, drainage system and architectural materials.
  • Experience in laboratory and field testing of materials.
  • Experience in quality QA/QC audit for plants, site inspections and preparing comprehensive technical inspection or investigation reports.
  • Have previous experience in overseeing construction of roadwork’s with emphasis on asphalt construction, concrete bridges construction.

Required Knowledge and Skills:

 

  • Must understand standard site supervision procedures including implementing inspection & test plans, reviewing and approving shop drawings and technical submittals.
  • A strong understanding of interfacing discipline requirements including electrical and mechanical construction practices associated with roadwork’s projects.
  • Demonstrate extensive work experience in construction procedures for earthworks, drainage, asphalt, reinforced concrete and steel structures.
  • An understanding of international codes and standards pertaining to asphalt installation and concrete works are essential.
  • Capable of reading and understanding design drawings, vendor design packages, specifications and applying industry standard best practice on construction projects.
  • Middle East / GCC experience
  • Knowledge of current computer applications for engineering and design including appropriate knowledge of CAD (both 2-D and 3-D) e.g AutoCAD, MS Word and Excel for managing design reviews
  • A professional license from a recognized licensing or registration board.
  • Excellent interpersonal, analytical and communication skills (oral and written).
  • Willingness to relocate to the job site in Saudi Arabia.
