Project Controls Unit Manager — Nuclear Fuel Services, Inc. – Erwin, TN
Summary Description of Job:
Supervise subordinate professional project controls personnel in execution of capital, expense, D&D, and customer funded projects. Department responsibilities include preparation and maintenance of project schedules, cost reports, and spending projections. Project Controls Unit Manager develops reporting documents, processes, and procedures to clearly communicate to stakeholder’s schedule and timeline status using earned value techniques, to analyze variances of project performance, both cost and schedule, against the approved baseline.
Major Duties & Responsibilities:
1. Provide direction and leadership to NFS Project Control staff.
2. Assist personnel in problem solving, communications, setting priorities, and conflict resolution. Work across the NFS staff to identify, develop, and implement actions to improve performance and reduce costs.
3. Monitor and ensure compliance with NFS Project Management procedures and methodologies.
4. Develop and implement Project Controls procedures and methodologies that drive continuous improvement, standardization, best practices, administrative organization, and professional development, including:
a. Create an Earned Value Management Systems (EVMS) for all projects and provide monthly reports.
b. Develop standardized work breakdown structure dictionaries, resource, and cost elements.
c. Provide training to department staff and other NFS stakeholders.
d. Oversee development of Integrated Master Schedule (IMS) and resource load metrics.
e. Develop standardized budget and estimating tools.
f. Provide support to the long-range (5-year/10-year) facility and resource utilization plan.
g. Implement and standardize project change control, scheduling and baseline management.
5. Manage cost center budget and assist staff in aligning resources to effectively execute facility improvements.
6. Execute other duties and responsibilities as assigned by the Capital projects Section Manager or Facilities Director.
Education:
B.S./B.E. — Engineering, Science or Technical discipline or Business discipline combined with additional experience.
Experience Requirements (Beyond educational or equivalent):
Minimum of 12 years’ experience total (at least 4 years’ project controls experience) with technical degree or minimum 15 years’ experience (with at least 6 years’ project controls experience) with business degree. Extensive knowledge of Primavera P6 software required. Possess excellent interpersonal, communication, time management, and personal computer skills.
Pay: $112,000 – $169,000
The base salary range for this position in Tennessee (US-TN) at the start of employment is expected to be between $112,000 and $169,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed ‘at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement.
