The Role
The Network Implementation Program Manager is responsible for planning, scheduling, coordinating, and managing a wide variety of projects. Oversees the engineering and construction process from conceptualization to completion including the oversight of engineers, construction supervisors, contractors, various trade workers and project managers. Effectively monitors and manages quality and completion of work and resolves issues in a timely manner. This position will be responsible for all aspects of Network Implementation related to Lumen’s fiber build objectives. Accurately reports on the progress of a project and updates databases as applicable. Provides additional leadership to the team on various calls and meetings. Provides additional leadership on objectives, goals, metrics and various business needs. Serves as a first point of escalation for market related issues. Might have to be in the office for training and collaboration sessions periodically.
The Main Responsibilities
• End to end project management for various projects involving the relocation, maintenance, repair, and construction of OSP facilities.
• Oversee the construction process from site survey to completion and ensure that the projects meet the quality, budget, and timelines for delivery.
• Build relationships, manage, ensure quality of work performed by engineering, construction and splicing vendors.
• Report on the progress of all projects and update key stakeholders and applicable systems.

Needed Proficiency
• Design and engineer the network buildout according to Lumen’s objectives, standards, and specifications.
• Apply in-depth knowledge of the network and networking protocols along with excellent communication skills to perform in-depth troubleshooting.
• Perform site surveys, feasibility studies, cost estimates, and risk assessments for network projects.
• Supports the Outside Plant (OSP) fiber network by performing on-call duties, network troubleshooting, maintenance, repairs and analyzes complex network issues to provide short-term and/or long-term resolution plans.
• Manage and review the creation and receipt of engineering drawings, plans, specifications, contracts, and permits.
• Coordinate and communicate with internal and external parties including customers, vendors, contractors, regulators, and utility companies.
• Ensure compliance with all applicable codes, regulations, policies, and procedures for the network projects.
What We Look For in a Candidate
• Must have a valid driver’s license, with satisfactory driving record. MVR check will be required.
• Minimum of 5 years of experience in telecommunication network engineering, construction, maintenance, and repair environments.
• Proficiency in Microsoft Office (Excel, Word, PowerPoint) along with CAD and GIS
• Fluent on current approved products and technology
• Strong leadership attributes; ability to lead, instruct and delegate
• Excellent communication skills
• Strong organizational / admin skills
• Ability to manage multiple priorities under tight deadlines
• Ability to build relationships with cross functional partner departments, vendors, and developers
• Previous experience with supervision of projects and project management
• Possesses project management and coordination skills, as well as strong technical, analytical and problem-solving.

Compensation
The starting salary for this role differs based on the employee’s primary work location. Employees typically do not start at the top of the range, though compensation depends on each individual’s qualifications.
Location Based Pay Ranges
$63,980 – $85,300 in these states: AR, ID, KY, LA, ME, MS, NE, SC, and SD.
$67,340 – $89,780 in these states: AZ, AL, FL, GA, IN, IA, KS, MO, MT, NM, ND, OH, OK, PA, TN, UT, VT, WV, WI, and WY.
$70,710 – $94,270 in these states: CO, HI, MI, MN, NV, NH, NC, OR, and RI.
$74,070 – $98,760 in these states: AK, CA, CT, DE, DC, IL, MD, MA, NJ, NY, TX, VA, and WA.
