Project Overview:
Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era. The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.
Job Summary:
Assigned to the project team as a representative of the construction functional group and serves as a link between construction and other members of the project team. Ensures that construction requirements are made known to the project team in a timely manner and obtains construction responses to the needs of other members of the project team. Based to construction, reporting to the Lead Construction Training Coordinator (Supervisor), the Training Specialist/Instructor helps ensure project training requirements required by construction or applicable to construction site personnel are efficiently and effectively established, managed, and presented. Position will be responsible for developing training content, facilitating instructor led training, and collaborating on improvements with subject matter experts. The individual must have experience in the areas of adult learning and a systematic approach to instructional design. Experience with electronic learning management systems, and e-learning tools are desirable. #LI-CL1
Major Responsibilities:
- Analyze a job or task for the necessary standards, conditions, requirements, elements, knowledge, and skills for job performance.
- Design a training program, creating performance terminal objectives, cognitive terminal objectives, and enabling objectives, as required, and sequencing them into a training activity in the proper training setting.
- Develop training courses for objectives using instructional methods and media.
- Implement a training activity ensuring student mastery of objectives.
- Properly document training and qualification in accordance with WTP records, policies, and procedures.
- Evaluate training programs using self-assessments, student feedback, management observation(s), instructor evaluation(s), operating events, and lessons learned.
- Providing training and Train-the-Trainer assessments as applicable.
- Maintaining and updating training materials.
- Verifying/assessing subcontractor conformance to training plan(s).
- Participating in review of corrective actions to help ascertain where training would help minimize reoccurrence or repetition of non-conformance or incidents, as applicable.
- Help with coordinating the construction training schedule.
- Conduct technical training (e.g. classroom), including instruction, exam administration and training effectiveness evaluations.
- Coordinate and communicate between the training organization and other line management or support organizations to ensure training needs are identified and met through effective instruction.
- Perform observations and assessments to ensure activities are implemented safely and effectively in accordance with approved procedures.
- Support a strong Nuclear Safety Quality Culture (NSQC) by emphasizing the values of safety and quality in the performance of work.
- Qualify on the systems and equipment prior to conducting OJT training or evaluations.
- Design, develop, and deliver training content for the construction population, working with the Subject Matter Experts for Classroom, On the Job Training, Performance Demonstrations, Exams, etc.
- Collaborate with subject matter experts to create/modify training materials.
- Ensure training materials developed are instructionally sound; adhere to quality standards and best practices for adult learning.
- Perform and/or facilitate job and/or task analysis to determine training needs.
- Facilitate classroom or remote learning live training sessions.
- Develop and implement evaluation methods to measure effectiveness of training.
- Periodically enter training data into the learning management system.
- Support internal and external assessments and audits, as applicable.
- Assist with the maintenance of existing courses, making improvements based on the recommendations of instructor and student feedback.
- Develop or obtain training manuals and instructional aids and materials, as required.
- Administer and monitor all training and development programs to ensure goals are attained, schedules are met, modifications are made as necessary, and reporting requirements are observed.
- Excellent interpersonal skills, especially written and oral communications skills.
Education and Experience Requirements:
- Requires bachelor’s degree (or international equivalent) with 5-8 years of relevant experience or 9-12 years of relevant work experience.
- Possess the right to work and remain in the US without sponsorship.
- Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
- Must be able to obtain a Department of Energy badge for access to the Hanford Site.
- Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
Required Knowledge and Skills:
- Extensive experience with knowledge of learning management systems/applications and training procedures.
- Ability to communicate effectively.
- Ability to communicate to groups in a classroom and non-classroom setting.
- Ability to plan, organize, implement, and evaluate training programs.
- Good interpersonal skills.
- Excellent verbal and writing skills.
- Ability to work unsupervised.
- Service based attitude and approach.
- Previous WTP, DOE, or DOD experience with construction on a nuclear facility.
- Experience working with US Building Trade Unions and craft professionals.
- Computer literate in word processing, spreadsheet, and technical database applications.
- Documented certifications in instructional design and development methodology.
- Experience and qualification/certification in regards to Train the Trainer preferred.
