Main Purpose and Function
The Landfill Gas Team Lead is responsible for maximizing landfill gas (LFG) collection at the Vancouver Landfill while ensuring the safety of all staff/public and minimizing the risk of landfill fire.

 

The position is responsible for coordinating the health and safety aspects relating to the technical work, and providing technical advice on LFG capital/operating projects as well as the landfilling operation as it relates to the LFG systems. The LFG Team Lead provides the workgroup with technical advice, data analysis/interpretation and troubleshooting/determination of corrective action to optimize LFG systems with direction to engineering assistants or contractors as required. This position also develops and manages operating contracts and completes regular reporting internally as well as to various regulatory authorities.

 

This position is based at the Vancouver Landfill in Delta, BC.

 

As part of the Landfill’s Technical Team, this position will report directly to the Branch Manager (or designate) and will work closely with the Landfill’s Engineers and Operations teams. This position is in the LFG team consisting of four other technicians, one EAIII and three EAIIs.

 

In addition to team members in TLEE (Transfer and Landfill Engineering and Environment), this role will work with other City Departments (Supply Chain Management, Equipment Services, Human Resources, Finance and Legal Services), Metro Vancouver, other municipalities, BC Ministry of Environment, and various other consultants, contractors, including the Landfill Services (on-site) Contractor, agencies and stakeholders.  

Specific Duties and Responsibilities

  • Coordinates all health and safety aspects relating to the technical work with the Branch OH&S Superintendent and others as required
  • Provides the workgroup with technical advice, data analysis and interpretation and troubleshooting/determination of corrective action to optimize LFG systems and minimize risk of landfill fire
  • Manages the interactive, internet-based landfill gas data evaluation tool (LFGMS). Analyzes/interprets trends to identify and implement improvements to LFG wellfield. Identifies missing information and takes necessary steps to locate and add to database. Analyzes, summarizes and presents data regularly on status/progress, including written reports and technical presentations
  • Is the subject matter expert for the technical aspects of all capital and operating projects relating to the LFG system to ensure compatibility with existing infrastructure, and successful and safe commissioning of works
  • Attends the weekly Fill Plan meetings and advises the Operations team on technical matters relating to the LFG system to ensure filling activities don’t cause adverse impacts
  • Assesses and identifies needs for consulting or services on operating projects; develops Requests for Proposal, evaluates and selects proponents and manages contracts/consultants’ work and deliverables, e.g. surface emissions monitoring, greenhouse gas emissions verification, ambient air monitoring, well cleaning, etc.
  • Directs contractors on field repairs or improvements
  • Completes monthly collection efficiency reporting and associated metrics
  • Verifies preventative maintenance is routinely conducted and documented on LFG equipment
  • Develops and/or enhances program resources for staff, including for example, technical manuals, guidelines, and safe work/operating procedures
  • Complies with all aspects of the project management framework, including use of templates where applicable
  • Follows quality management procedures and standards with particular focus on field reporting
  • Reviews and writes technical reports and completes regulatory reporting, e.g. greenhouse gas emissions, NPRI, within required timeframes
  • Monitors current industry developments and implements continuous improvement projects
  • Participates in the roster for after-hours call out
  • Conducts presentations and tours of the Landfill and/or the LFG system as needed
  • Other duties as required

 

Qualifications

Education and Experience:

  • Advanced technical courses with considerable practical experience in related work or a university graduation in Civil Engineering or an equivalent combination of training and experience required
  • A Diploma in Environmental Protection Technology or Environmental Engineering Technology would be considered an asset
  • Certification in the Solid Waste Association of North America’s (SWANA) Manager of Landfill Operations (MOLO) and LFG Operations courses an asset
  • Experience in directing the work of engineering assistants
  • Experience in managing the work of consultants, contractors and trades

 

Knowledge, Skills and Abilities:

  • Knowledge of the design, construction, operation and maintenance of municipal solid waste landfills
  • Knowledge of operations of landfill gas collection and utilization systems (mechanical/control systems) and health and safety aspects, including working with explosive gases
  • Knowledge of Greenhouse Gas Regulations and reporting for the Solid Waste Industry
  • Knowledge of occupational health and safety programs, policies and regulations relating to LFG
  • Sound knowledge of engineering design principles and methods and departmental procedures relating to various engineering projects
  • Ability to read and interpret engineering plans and specifications
  • Demonstrated ability to apply Project Management methodologies and tools to projects for successful completion
  • Demonstrated working knowledge of APEGBC’s Organizational Quality Management processes or other quality management frameworks
  • Knowledge of corporate policies, procedures, programs and practices
  • Ability to direct the work of subordinates engaged in technical field or office tasks
  • Ability to manage large workloads, set priorities  and multitask effectively
  • Ability to research and prepare a business case for continuous improvement  projects  or other initiatives
  • Strong interpersonal, written communication and organizational skills, including excellent written and verbal communication
  • Ability to converse with, write reports for, and create/deliver presentations/tours to all levels of colleagues and peer groups 
  • Valid driver’s license without restrictions (recognized in BC)
