Project Overview:
The Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.
Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.
Job Summary:
In this role, you will work with the Cheniere Program Mangement Team to align quality culture and programs with business strategy to improve project performance. You will manage Quality Management System certification and assessment and oversee the review and evaluation of project quality and execution plans. Your leadership will elevate organizational competencies and drive quality culture, standards, core programs, and processes.

Major Responsibilities:
- Directs quality activities on a project, communicating with engineering, procurement, construction, administrative services, testing, operations, decommissioning, and other project personnel to ensure management goals and objectives are met.
- Conducts regular jobsite visits to perform spot checks and surveillances, ensuring compliance with quality standards, project specifications, and contractual obligations, while promptly reporting any deviations or concerns to the project team.
- Coordinates the preparation and establishment of the quality program/plan for the project.
- Reviews and approves quality-related procedures to ensure compliance with the project quality program/plan.
- Trains quality personnel assigned to the project.
- Coordinates, supervises, and participates in the project auditing and monitoring program to verify the effectiveness of the project quality program/plan.
- Recommends actions to project personnel to correct observed quality deficiencies.
- Maintains client liaison and communication for project quality-related activities as needed.
- Represents the project during quality assurance audits conducted by clients, management, or regulatory agencies as required.
- Reviews project schedules for quality-related activities to ensure timely and effective implementation of the project quality plan requirements.
- Identifies quality problems, initiates documented actions, verifies implementation of solutions, and manages the project corrective action system.
- Initiates and/or coordinates stop-work actions when warranted.
- Forecasts job hours and monitors charges to the project quality budget.
- Initiates project quality staffing requirements and budgets for approval as needed.
- Prepares reports on the effectiveness of quality program/plan implementation.
- Drives the continuous improvement process.
- Identifies and incorporates applicable quality system requirements for suppliers and subcontractors.
- Develop/maintains the Quality Management Plan (QMP) and supports its implementation.
- Develops, maintains, and implements the Project Quality Audit & Surveillance Schedule, with the level and frequency of audits based on performance and risk analysis.
- Coordinates, manages, and performs internal and external quality audits/surveillances per the audit/surveillance schedule and follows up on the closure of findings.
- Coordinates, reviews, and approves subcontractors and suppliers’ responses to deficiencies identified through project quality audits and surveillance activities.
- Utilizes DevonWay or similar systems for Closed Loop Corrective Action (CLCA) and processes Condition Reports and Recommendations for audits and surveillances.
- Verifies the implementation of Best Practices and Lessons Learned, including collection, evaluation, and documentation into DevonWay.
- Prequalifies subcontractors and suppliers, evaluating their quality system capabilities and controls.
- Reviews subcontractors’ and suppliers’ submittals, including quality manuals, procedures, Quality Plans, ITPs, quality personnel resumes, test reports, and audit schedules.
- Performs NCR, RFI, FCD, and Punchlist trending.
- Supports the execution of the People Based Quality (PBQ) program on the project as applicable.
- Conducts Project QMS orientation and awareness sessions as applicable.
- Provides training and guidance to project personnel as required.
- Develops project-specific metrics for implementation as deemed useful by the project team.
- Analyzes the effectiveness of established quality surveillance systems and techniques.
- Oversee and monitor supplier quality performance, providing recommendations to address and resolve issues. Work with supplier quality to implement improvements and ensure adherence to quality standards.
- Lead/facilitate Project Root Cause Analysis (RCA) utilizing an effective process for initiating, planning, and performing an analysis and reporting results of the analysis so appropriate corrective measures may be identified, documented, implemented, and verified to resolve condition(s) identified as adverse to quality and prevent recurrence.
- Reports weekly/monthly progress to the Project Manager.
Education and Experience Requirements:
- Requires bachelor’s or master’s degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
- A recognized degree in an engineering or scientific discipline, or specialized courses in engineering, quality, and practical work experience in fields of engineering, environmental science, procurement, construction, testing, operations, decommissioning, or business administration. Master’s degree (advantage).
Required Knowledge and Skills:
- Technical knowledge in the application of engineering, environmental science, procurement, construction, testing, operations, or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, decommissioning, and regulatory requirements.
- Broad knowledge of the quality principles and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning.
- Knowledge of the application of corrective actions to reconcile nonconforming conditions.
- Knowledge of regulatory requirements and functions which impact the quality program/plan.
- Proficiency in oral and written communications.
- Proficiency in providing direction and on the job training to assigned personnel.
- Proficiency in the use of applicable computer programs.
- ISO 9001: 2015 Certified Lead Auditor (IRCA approved) (required).
- Applicable certification in Quality, e.g., Six Sigma (Green/ Black Belt), Lean skills, Certified Quality Manager (CQM) (advantage)
- Demonstrated experience with design controls, design verification and validation activities, process controls, supply chain, construction, start-up activities, and risk management.
- Experience working in a team-oriented, collaborative environment. Must maintain outstanding interpersonal and communication skills to motivate a large employee community. Must have led diverse teams made up of multifunctional professionals to realize agreed upon goals and objectives. Excellent coaching, listening, presentation, and interpersonal skills.
- Strong analytic skills with practical knowledge of how to identify key performance quality metrics to set targets for maintaining a state of compliance while identifying areas for improvement.
