The Role
The Quality Assurance Specialist, Federal Programs oversees quality assurance activities for the Air Force (AF) Base Infrastructure Modernization Program (BIM) and has overall accountability to the Lumen BIM program office. BIM is a multi-award indefinite delivery/indefinite quantity (ID/IQ) contract in support of AF Base Area Network (BAN) efforts to modernize and sustain approximately one-hundred and eighty-seven (187) installations globally over the ten-year period of performance. BIM will modernize the Non-classified Internet Protocol Router (NIPR) and Secure Internet Protocol Router (SIPR) BAN through a hybrid as-a-service model utilizing contractor provided networking services. The BAN architecture is comprised of wired network components, wireless network components, inside plant cabling, outside plant cabling, and distribution services. The contractor will modernize, operate, and maintain base network infrastructure to meet Service Level Agreements (SLAs).
The Main Responsibilities
The Quality Assurance Specialist is responsible for BIM requirements and contract deliverables related to monitoring and testing network installations, services, and processes to ensure they meet established quality standards, customer expectations, and industry regulations, by ensuring thorough inspections are conducted by Lumen and subcontractors, identifying potential issues, and reporting findings to facilitate necessary corrective actions and improvements across the network infrastructure. The role requires experience managing very large, worldwide, complex projects, across multiple Task Orders.
Duties and Responsibilities
- Ensure Lumen and Subcontractors supporting the BIM Program regularly monitor network performance metrics like data throughput, latency, and network availability to identify potential service disruptions and degradation issues.
- Ensure inspections are conducted of newly installed network equipment and infrastructure to verify compliance with project specifications and proper functionality.
- Identify, plan, and provide oversight of various testing protocols on network components, including functional testing, stress testing, and regression testing, to identify defects and ensure system stability.
- Maintain detailed documentation of testing results, non-conformances, and corrective actions taken, generating comprehensive reports.
- Perform regular audits of operational procedures and processes to identify areas of improvement and ensure adherence to standards.
- Collaborate with technical teams to troubleshoot and resolve identified quality issues, including coordinating necessary repairs or configuration adjustments.
- Analyze customer feedback and complaints related to service quality to identify recuring issues and implement necessary improvements.
- Provide training and support to installation teams on quality assurance procedures, best practices, and compliance requirements.
- Coordinate with various stakeholders, including program managers, engineers, and subcontractors, to assess the impact of proposed changes and develop mitigation strategies.
- Ensures that all work performed meets the PWS requirements within the schedule and staffing constraints of the contract.
- Possess a strong technical background that facilitates understanding of Government technical requirements and communication with the Government BIM PMO.
- Ensure the timely and accurate delivery of all assigned weekly, monthly, quarterly, semi-annual, and annual contract deliverables.
What We Look For in a Candidate
- Bachelor’s degree with strong experience in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline or equivalent work experience.
- Strong understanding of network infrastructure technologies (e.g. fiber optics, copper cabling, and wireless networks)
- Proficiency in network monitoring tools and testing equipment.
- Excellent analytical and problem solving skills to identify root causes of issues.
- Attention to detail and ability to maintain accurate documentation.
- Strong communications skills to effectively collaborate with technical teams and report findings to stakeholders.
- Must maintain eligibility requirements for access to classified information (applicants selected will be subject to a government security investigation.
- Other Requirements
- Information Technology Infrastructure Library (ITIL) Certification,
- Secret Clearance with ability to be cleared for additional program access.
- BISCI Registered Telecommunications Project Manager (RTPM) Certification a plus.
- Travel (up to 25%) is required

Compensation
The starting salary for this role differs based on the employee’s primary work location. Employees typically do not start at the top of the range, though compensation depends on each individual’s qualifications.

$84,740 – $141,230 in these states: AL AZ FL GA IA IN KS MO MT ND NM OH OK PA TN UT VT WI WV WY
$88,980 – $148,290 in these states: CO HI MI MN NC NH NV OR RI
$93,210 – $155,350 in these states: AK CA CT DC DE IL MA MD NJ NY TX VA WA
